As toys are intended for children under the age of 14, it is important that they do not pose a risk to children's health and safety. To protect the interests and welfare of children, the Quality Control Rules, 2020, issued by the BIS Department states that BIS certification for toys is mandatory for manufacturers and importers of toys to sell them in the Indian Market. BIS ISI mark registration for toys ensures that the toys meet the safety and quality standards set by the BIS Department

- Company incorporation certificate
- GST and MSME certificate

- Brand name or trademark registration

- List of the machinery and raw-materials
- Rent agreement or lease deed or ownership deed etc.

For Non-Electric toys

Application fee: 1,000/- INR
Annual fee: 1,000/- INR
BIS inspection fee: 7,000/- INR Minimum marking fee: 19,600/- INR after 80% discount in the govt. fee for new startups or micro units turnover less than 5 crore.
BIS testing fee: 9,000/- INR (approx.)

For Electric toys

- Application fee: 1,000/- INR
- Annual fee: 1,000/- INR

- BIS inspection fee: 7,000/- INR Minimum marking fee: 29,600/- INR after 80% discount in the govt. fee for new startups or micro units turnover less than 5 crore.

Step by step procedure to apply BIS toy certification

- Step 1.Pre-testing of the toys from a third-party laboratory approved by BIS
Step 2. Filing of the application along with requisite documents
Step 3. Payment of the government fee
Step 4. Scrutiny of the application
Step 5. Factory inspection will be conducted by the BIS officer
Step 6. During factory inspection, BIS officer will check plant layout, process flow chart, competency of the QCI Person, testing facilities, etc., and after verification, samples will be sealed by the BIS officer
Step 7. Dispatch the samples sealed by the BIS officer to the concerned BIS Central laboratory and submit the POD (proof of delivery) of the samples on the BIS Manak Portal
Step 8. After the final examination of all the documents by the head of the BIS Department, the license for BIS on toys will be granted

Important points related to toy BIS certification:

Installation of the in-house testing lab is exempted for micro units having a turnover of less than 5 crore for 12 months for assembling units and 36 months for manufacturing units from the date of grant of the BIS on toys

Importers of the toys' parts and assembling in India can also apply for BIS License for toys Assembling units engaged in Contract Manufacturing using third-party machinery can also apply for BIS registration for toys based on the Job work agreement
